In accordance with the plan for improving the safety and environmental protection of the chemical industry in Jiangsu Province (SOBO [2019] No. 96) issued by the general office of the provincial Party committee and the general office of the provincial government, 13 cities divided into districts in the province have formulated and issued the implementation plan for improving the safety and environmental protection of the chemical industry, set up working organizations and mechanisms, and comprehensively organized and carried out chemical production enterprises and chemical industry parks (centralized areas) one by one The assessment of "one strategy for one enterprise", "one strategy for one park" and the target task of improvement are determined and put forward.

With the consent of the provincial government, the target task of safety and environmental protection improvement of the province's chemical industry in 2019 (see the attached table for details) is assigned to all regions, and the completion will be included in the provincial government's monitoring and evaluation of high-quality development of all regions in 2019. Each city divided into districts is requested to promote and complete the target tasks in accordance with the following requirements: I. strengthen the closing and exit efforts to ensure the full completion of the annual goal All localities should conscientiously implement and promote this year's plan to close down and exit enterprises, formulate the implementation plan of "one enterprise, one policy", and make clear the supervision department and implementation schedule. We need to do a good job in the placement of workers and staff, the follow-up disposal of "three cleanings" (clean raw materials, clean products, clean equipment) and soil remediation, prevent and resolve the risk conflicts, and ensure the completion of the closure and exit as scheduled and social stability. After the completion of the closure and withdrawal, the municipal governments divided into districts shall carry out the acceptance in time. Acceptance criteria And the measures shall be formulated and printed by the provincial Office of chemical administration. II. Strengthen the guidance of rectification work to ensure the effectiveness of improvement

All localities shall urge the enterprises to formulate and implement the "one enterprise, one policy" rectification implementation plan for the enterprises determined to stop production and rectify within a time limit. In principle, the supervision and promotion department shall take the lead in organizing the review of the rectification implementation plan. If the implementation plan is feasible after the review, the supervision and promotion department shall urge the implementation; if the implementation plan is not feasible after the review, the enterprise shall close down and withdraw in principle. After the completion of the rectification, the supervision and promotion department shall organize the acceptance of the rectification. If the acceptance results still fail to meet the requirements of the safety and environmental protection standards, they shall also be closed and withdrawn. For the enterprises determined to be relocated from other places, all localities shall also urge the enterprises to formulate relocation implementation plans and submit them to the supervision and promotion department for filing. It is necessary to supervise and urge the implementation of the relevant work such as the construction of the chemical industry park and relocation project, and pay attention to the safety and environmental protection management of the original enterprises in the relocation area during the relocation period. When the relocation project is completed and put into operation, it is necessary to shut down the original production units exiting the relocation area and do a good job in the follow-up disposal. The provincial Office of chemical industry governance will urge the spot check of the implementation plan, review and acceptance of the three types of enterprises, i.e. production suspension and rectification, rectification within a time limit, relocation and construction in other places. III. close or cancel the follow-up disposal of the chemical industry orientation Park carefully For the park that is determined to close or cancel the chemical industry orientation, all localities should do a good job in the follow-up disposal. The implementation plan of "one park, one policy" shall be formulated one by one and implemented after being approved by the municipal government with districts. It is forbidden to build new chemical projects in the park where chemical industry is located. The original chemical production enterprises in the park should speed up the formulation and implementation of the "one enterprise, one policy" and significantly reduce the number of enterprises. For a small number of chemical enterprises with standardized management, advanced technology, high product grade, controllable safety and environmental protection risks, each district government can be listed as the key monitoring point of chemical industry. It is necessary to ensure that the whole process of closing or canceling the chemical orientation of the park is stable, safe and stable. Before the end of this year, all relevant cities and districts shall submit the approved implementation plan of "one park, one policy" for the park closed or cancelled chemical industry positioning to the provincial Office of chemical industry and governance for the record. All localities should earnestly strengthen organizational leadership and strengthen the implementation of responsibilities. The governments at all levels shall include the target tasks of the improvement of the chemical industry into the supervision contents of the key work of the government, and at the same time, they shall propose to the governments at all levels The Party committee shall include it in the Party committee's patrol work and practically strengthen supervision and promotion. It is necessary to regularly inspect and urge the improvement work and strengthen the information submission. From October 2019, each district and municipal office of chemical industry management shall report the progress of the completion of the target task to the provincial Office of chemical industry management before the 5th day of each month, and report the implementation of the improvement work to the provincial Office of chemical industry management one working week before the end of each quarter; each district and municipal government shall report the completion of the chemical industry to the provincial Office of chemical industry one working week after the end of each half year Summary of governance improvement work.
